Resource Prioritization and Allocation Recommendations Committee ( RPARC )
Description/Purpose/Plan

This committee uses the Needs Assessment results to develop funding recommendations. It also assesses how well the Grantee is doing its job.

Committee Purpose (bylaw excerpt): This committee is responsible for developing recommendations for the Title I and II funding prioritization and allocation process. They work in close coordination with staff to assure that this process reflects the findings of the needs assessment. The recommendations are then brought to the Council for approval and presented to the Grantee. The committee also meets at various times throughout the year to re-allocate funds. The committee may also be called on to participate in SIOC issue discussions, which concern funding.

Comprehensive Plan, Goal 4: Ensure that a continuum of HIV-related psycho-social and support services is available throughout the total service area (TSA).

Steps

Develop recommendations for the annual Title I and II funding prioritization and allocation process insuring that they are reflective of the findings of the needs assessment.

1. Review needs assessment results adopted by the Care Council .
2. Review fiscal reports provided by the Grantee.
3. Present recommendations.

Develop re-allocation recommendations for Title I and II funds.

1. Review fiscal reports provided by the Grantee.
2. Formulate recommendations for presentation to the Care Council .

Assist SIOC with funding issues by conducting research and making recommendations.

1. Chair to attend SIOC meetings.
2. Handle assignments received from SIOC , including forming workgroups.
3. Formulate recommendations for presentation to Care Council .

Carry out the annual Assessment of Administrative Mechanism.

1. Review methodology.
2. Review findings and develop recommendations.
3. Present report including recommendations to the Care Council

Achieve or exceed 33% PLWH membership in committee composition.

1. Encourage PLWH to join the committee.
2. Monitor compliance.
