Women, Infants, Children, Youth and Families Committee
Description/Purpose/Plan

This committee works to include the participation of women and those who represent infants, children, youth and families. The committee also acts as a contact between planning for services by working to ensure access and to eliminate barriers to services for women, infants, children, youth and families.

Committee Purpose (bylaw excerpt): The committee works to ensure the active and effective participation of women and those who represent infants, children and families in the planning and decision making process of the Council. To accomplish this, the committee will carefully consider and seek ways to meet transportation needs of participants, to involve appropriate providers, to continuously identify individuals who are underserved and unserved and to retain these clients in the continuum of care. Finally, the committee acts as a liaison between planning and service provision by working to ensure access and to eliminate barriers to services for women, infants, children, youth and families.

Comprehensive Plan Goal 4: Ensure that a continuum of HIV-related psycho-social and support services is available throughout the TSA.

Objective 4(A): Expand coordination and linkages with non-Ryan White funded providers in accordance with HRSA objectives.

Objective 4(B): Improve communication between Grantee/lead agency and service providers on an on-going basis.

Objective 4(D): Improve education on the role of the Care Council and its committees on an on-going basis.

Goal/Objective/Activity

Steps

Host two consumer- focused town hall meetings for outreach to consumers and communication to appropriate Care Council committees and Grantee.

1. Identify standing locations for town hall meetings; one in Hillsborough and one in Pinellas County
2. Effectively generate interest in participation at town hall meetings.
3. Effectively collaborate with other committee work groups.
4. Identify and provide incentives for consumer participation.

 

To increase consumer membership and participation in the Care Council and its committees.

1. Assist in coordination of transportation and limited childcare to consumers specifically for town hall and mother of the year.
2. Appoint committee mentors to assist new members.
3. Provide incentives for participants specifically for town hall and mother of the year.
4. Produce effective flyers and mail-outs to increase participation specifically for town hall and mother of the year.
5. Make phone calls to increase participation.

To address consumer needs and issues and to remove barriers to services. (Note: Not a grievance process).

1. Provide information to increase empowerment.
2. Identify and address funding issues and gaps.
3. Identify, evaluate and assist in the exploration of resolutions to fulfill gaps in transportation needs through linkages to existing community resources.
4. Identify and address consumer needs and issues to remove barriers to services within the mental health community.

Identify child care issues related to client needs.

1. Identify child care needs demographically.
2. Identify alternative funding sources.
3. Advocate for community-based programs to fill gaps in services.

To increase the diversity on non-HIV provider participation.

1. Identify and recruit non-participating individuals and organizations.
2. Produce effective flyers and mail-outs to increase participation.
3. Make phone calls to increase participation.

To increase representation of women, youth and those who represent infants and children in the needs assessment process.

1. Recruit participants to participate in focus groups.
2. Assist in identifying locations or hosting focus groups.

Assure representation of WICY&F issues in planning and needs assessment.

1. Appoint member to serve as liaison to Planning and Evaluation Committee.

Assure representation of WICY&F issues in allocations.

1. Appoint member to serve as liaison to RPARC Committee.
